Actually, apache httpd has provisions for this. It allows the users to own their homepages, and I'm sure there's a way to prevent others accessing private http sources (ACL's? Are they supported?) No kernel modifications, nor special binding-per-UID is necessary. If you want more info, try http://www.apache.org/
