PnP has nothing to do with it.
There are a small number of SB emulating cards that require a magical enabler or firmware loader is run first. These cards (eg the ibm mwave and the videologic 928 movie) have to be booted via DOS because the vendor hasnt seen fit to tell people how to load the firmware.
