Known problem. There was a change in the routing code sometime about
2.1.100, to prevent routes being added on down interfaces.

That is the first problem. The second problem is a lack of RTFM before
posting.... /usr/src/linux/Documentation/Changes would have answered your
question.

Yes, you need a newer ppp. You can get it from ftp://ftp.redhat.com if
you use Red Hat (do "site exec locate ppp" when logged in), or from
ftp://cs.anu.edu.au/pub/software/ppp.
