There is a lot wrong with netbeui, but that information isnt correct.
NetBEUI is an 802.2 layer carrier for frames implementing the NetBIOS API.
Its defined by the IBM Lan technical reference and it is not pure broadcast

Netbios has the notion of reliable packet streams using 802.2LLC unicast,
unicast host->host messages and broadcast messages.

Almost all name and group name resolution is however broadcast.
