These particular settings fix a problem involving ZyXEL ISDN routers and Linux. (Prestige P100 and P128)
This set-up;
linux-2.1.110 <--> ZyXEL ISDN Router <--> linux-2.1.110
with default settings crawls at < 1kb/s and occasionally drops the TCP/IP connections. Using 2.0.x on any side has no problems. The 2.1.x problems started when the no-ops appeared in TCP/IP connections.
With the 0 settings 2.1.110 yields 15.5kb/s (2x64 kbit/s)
Have not instrumented if less then all 0 settings fixes the problem.
