Appletalk atalkd adds the multicast groups it needs itself. If you need
to set IFF_ALLMULTI as well upgrade your ethernet drivers. Donald fixed
several multicast bugs

And yes it is a bug, but not for that reason but for the reason of tools
wanting to watch for all multicast traffic.
