I don't have it here. However, if I remember it correctly, it was
a simple cut&paste from sched.c, which means:
- there certainly are no license restrictions... :-)
- it probably is obsolete and not useful with a recent kernel.

I'll dig it up and if it still looks ok I'll send it to you.
