AFAIK it is indeed for a minute w/ two leap seconds. Cf gnu.* archives (prob in gnu.misc.discuss) for the exact reasoning; I remember reading it, but forget the details. (Again, I do not knw whether the online archives go back far enough....) -JimC -- James H. Cloos, Jr. <cloos@jhcloos.com>
