I got this when I set joystick I/O port on SB46 to 0x200. Changing "readport" addr to 0x20B (in isapnp.conf file) solves this:
(READPORT 0x020B) (ISOLATE) (IDENTIFY *)
Then you need to add 2 IO addresses (IO 1 and IO 2 - the card doesn't show them in pnpdump, but they are required for synth operation):
