Sorry, I can't resist:
I tried to compile libc-5.4.45 with 2.1.94 headers and it fails exactly because kernel header files are changing too fast. If the definitions were duplicated by integrating them in the libc headers we would have fewer problems compiling standard packages.
libc doesn't break binary compatibility, but changes in kernel headers make it impossible to use recent libc patches.
THAT is sad, not some ugly headers from KERNEL related packages like ext2progs.
