Thanks to you and the other guys for the info. I went back to the website
and the file is now there. I downloaded ipchains-source-1.3.2.tar.gz but
it won't compile( I have libc.so.5.4.44).

I get:

root:/usr/local/src/ipchains-1.3.2#make
