I've just build 93 with SMP on, but this time turned PCI off in 'make config'. The kernel crashes and reboot in the same manner.
The VGA briefly shows a full screen of repeated columns of 4 characters, usually 2 blanks, a white symbol and an inverse purple bullet character.
So, summing up
P60 step 7, FX chipset, integrated NCR53c810 SCSI controller.
92,SMP,PCI - OK, 'cat /proc/pci' ok. 93,SMP,PCI - reboot 93,SMP,PCI & pci=off on command line - reboot 93,SMP,no PCI - reboot 93,UP,PCI - OK, 'scanpci' correct, but 'cat /proc/pci' mangled (posted earlier).
