The RT soft interrupt emulation in 2.1.9x+ does not, in general, support counting. Also enable_irq/disable_irq is binary for us. Unless there is a good reason, I'd prefer not to support anything more complex. If enable/disable nesting is supported and people begin to depend on it, we would need to make the RT layer more POSIX layer aware.
