   I am currently running 2.0.33 and I found that when I have a PC
with over 64MB or so of memory, that I have to pass an option
to the kernel from LILO to tell the kernel that I actually
have 128MB of memory in the PC.

Why must this declaration take place and are there any plans
to enable the kernel to detect large amounts of memory on it's own?

IIRC and AFAIK, this has been fixed in 2.1 series kernels.
