Nope. Yet.

Well, guys, it will be implemented just to satisfy
readers of this RFC :-)

But, I recall, this rfc requirement is wrong.
"Dead gateway detection" is non-sense without router
discovery protocol and is almost useless with it.

Besides that, it is easily made at user level, 2.1 gives
you all the necessary information, including true neighbour
unreachability detection.
