I upgraded 2.0.32 -> 2.1.84 about a while ago and to 2.1.89 recently, and experience the same problem. Software config is same as above and neither halt nor poweroff does a poweroff (only message "System halted."). Weird.
Hardware: P166MMX on Jet v.5TXA ATX m/b with i430TX chipset, 64 MB SDRAM.
