I've had this problem with more than one kernel version and hardware combination. On some systems, with 80meg ram, only 16 is recognized. There are no SCSI controllers or other hardware limitations that could be responsible.
Is there a way to manually define how much memory the kernel should address? This is with kernel version 2.0.30. Thanks, CW
