I've not found that to be the case.
On a Tomcat II under fairly heavy load, I've quite happily managed
"cp /dev/hda /dev/hdb1" (CDROM into first partition of HD) and then written a
 CD from the IDE drive.

ide0 at 0x1f0-0x1f7,0x3f6 on irq 14
hdb: Conner Peripherals 1620MB - CFS1621A, 1548MB w/0kB Cache, CHS=3146/16/63
