This is a bug in the application. Some applications assume that the
fragment size reported by ioctl(SNDCTL_DSP_GETBLKSIZE) is larger than 4k.
This is no longer true with current sound driver versions.

This check was originally required to detect a bug in the very first sound
driver version and was accidently left in some sample programs. It's no
longer required and should be removed.
