Not true. They usually push all the money into the hardware and have only
a tiny staff. Just as an example: the local University here has a "Unix"
support group consisting of 3 staff members and 3 students which support
a number of somewhat over 15.000 users, among which are the local
meterologists.........

Maybe the Universities in the US have heaps of money necessary to hire
people. Here in Germany they definitely do not.
