The problem is actually a bug in drivers/net/irda/Config.in. This works as a fix:
[root@watcher linux]# diff drivers/net/irda/Config.in~ drivers/net/irda/Config.i n 11c11 < dep_tristate ' Tekram IrMate 210B dongle' CONFIG_TEKRAM_DONGLE --- > dep_tristate ' Tekram IrMate 210B dongle' CONFIG_TEKRAM_DONGLE $CONFIG_IRDA
