Hi,
Such a field in /proc/net/dev would serve utilities that would like to return a "percent utilization" of an interface. I've been looking around for the best way to do this, short of blasting the interface with packets and measuring the time intervals.
This may not be for the kernel's own sake, but for applications that could make use of such a piece of information.
