Although this may not be the answer you expect, I would give you this advice : upgrade your kernel. The Alpha support was not completely merged in the standard tree until late 2.0.x kernels.
So try 2.0.35 or one of the last 2.1.12x. The 2.1 series require a few changes in the configuration but run really well on Alpha, often much better than the 2.0.x. I personnaly use a 2.1.126 kernel, on a RedHat 5.1 system; the only real thing that I take care of was the switch from kerneld to kmod, and this is not difficult.
