Given that they're new files anyway, changing them shouldn't hurt too much.
do_proc_dointvec() already gets passed a conversion factor; it should be comparatively easy to emit the remainder as some kind of fraction instead of tossing said fraction to the bitbucket.
Anyway, the /proc-settable keepalive times are, as of 2.1.125, exported with proc_dointvec_jiffies, which means they're displayed in seconds, so there's actually no problem there.
