SubjectMulticast protocol (NO IP Multicast)

HELLO

I want to create a new protocol on linux, and I need it supports
multicast I need it works as IP but It has to handle Ethernet adresses.

Anybody could tell me how to do it?.
Are there any libraries or interfaces in the Linux Kernel to access
to low-level calls and program multicast?
