Network devices don't have device files. There isn't a /dev/eth0 or a /dev/lo either.

Once the necessary support is in the kernel (i.e. if it is built-in, or after new_tunnel.o and ipip.o have been loaded), you can just use ifconfig on the device.

I think that this indicates that the modules were compiled for a different kernel, or using a different setting of CONFIG_MODVERSIONS.
Either way, you should probably recompile both the kernel and modules.
