It's not a progam. Nathan does that himself, on all of his messages, both to here and to usenet. It is not really hard to do if you want. Just try it yourself, and see. English is a very flexible language, with many ways to express a given idea. Each word has many synonyms, and there are a lot of ways to arrange a given thought. If you just start typing, only paying attention at the end of each line, you'll find that you can usually fix up any problem sentence by just backing up a couple of words and trying again with some synonyms or different phrasing.
It's fun to do, but I generally don't do it, because invariably, just as I am going to hit my send key, I notice a typo or spelling error up near the top, and that throws everything off. (If there are any spelling errors in this post, they are accidents...they were not put in to make it line up!).
