I have an interest in both, however, so I'll field it.
(a) Oracle, Sybase, and (of course) DB2. Only DB2 is current: neither Oracle 8 nor Sybase System 11 were released, but DB2 UDB is available.
(b) Dismal. But as I read things, the same goes for the rest of IBM, a company which hasn't had either a vision or a leader since TJ kicked the bucket.
