Because ifconfig is compiled to support them I suppose.. I would guess it is probing for interfaces for them, this would seem to be the right thing to do. I have now, however ran a strace so I'm unsure.
If you are seeing messages that it can't load them, and dont like it: Just edit conf.modules to turn them off.
