A usual situation for me is to have a telnet and ftp session to the SAME site (strange, ha?). If that site performs scheduling, then the terminal server doesn't matter.
IMHO, packet scheduling is great at what it does and it was never planned to solve the problem of "other hosts not scheduling". So, I don't take that as inability of the linux packet scheduler.
