By reading through patch-2.1.80.gz i found:

PLEASE DON'T Don't introduce just anouther thing, which makes correct
kernel operation dependant upon /proc. Why do You intend to do it? What
would be this good for other then making acesses to /dev/sndstat
painfully slow.
Don't You see that the only /proc entries which do not cause problems
due to layout changes are those not used at all!
