Subjectclock is way behind with 2.1.76

Is it just me, or has anyone else noticed the following:

Sun Jan 11 04:59:10 PST 1998

That's the output of my date command. Now, I am not up at 5:00 in the
morning (insane?!) but it is now 12:30 PM.

I'm quite positive that my BIOS clock is set to GMT as it always has
been, and that the proper timezoneinfo stuff is set up here on my
system. It shows the correct time with 2.0.32, but with 2.1.76 it's
way off.
