Using the normal Linux scheduling on each run-queue would add some
additional flexibility to the scheduler -- it might even make the
scheduler more flexibile than anything out there. However, I think this
scheduler has a small enough chance of being adopted into the official
tree without adding an extra system call and an extra user-space utility.
