But most CPUs are not `static designs'. This means that the internal registers
and memory need a sufficiently high clock to refresh their contents, cfr.
refresh cycles on DRAM.

If your CPU is a static design, you can run it from 0 -- max clock speed. This
is mainly used in CPUs for embedded applications.
