Ok, I feel dumb...anyway:
Kernel Loadlin Memory Detected
2.0.29 1.6/1.6a 28,864k
2.0.30-pre2 1.6/1.6a 28,864k
2.1.42 1.6a 28,864k

If I specify mem=28m, I get 28,672k, which is correct but 192k smaller.
BIOS reports 28,480k on memory test, skipping 384k ROM region I assume.

(Well, now I can get that 386/16 4MB-RAM 40MB-HD MicroChannel working...)
