Won't work. PhD's aren't necessarily motivated and creative people. But it this two properties in the developers that make the Linux development so strong. Linux development is very close to what development ideally should be - survival of the fittest. Fittest in the technical sense, not marketing.
The other point this won't work is because Linux has an incredibe spread. Whoever is interested in hacking Linux has a copy of it. Something which Sun's program Scholar program can't achieve. Not by orders of magnitude.
