Which noatime patch are you using in 2.0.2x?  I'm using
coneill@premier.net's patch and don't see what you're seeing.  i.e.

obi-wan:/var/spool/news/over.view/fdt/news$ ls -la --time=atime
total 8
drwxrwxr-x   2 news     news         1024 May 13  1996 ./
drwxrwxr-x   7 news     news         1024 May 13  1996 ../
-rw-rw-r--   1 news     news         6055 Sep  5 08:39 .overview
obi-wan:/var/spool/news/over.view/fdt/news$ cat .overview >/dev/null
obi-wan:/var/spool/news/over.view/fdt/news$ ls -la --time=atime
total 8

I do have fstab mounting the partitions with just defaults, and then
remount them noatime in rc.local as

/sbin/mount -o remount,no_atime /var/spool/news/over.view
