THANK YOU to all who replied to my query, and helped me solve this one.
As can be expected, the problem was a silly mistake on my part (DOH!),
not setting a field that I had totally overlooked. Also thanks to
Alan Cox (alan@lxorguk.ukuu.org.uk) for pointing out that you need to
send at least one byte of data via sendmsg() to get it to work. Linux
is a work in progress, and 'funny' things can happen. At least we have
the source, and a LOT of knowledgable people working on this wonderful
OS.
