SubjectKernel Version changes without announcement from Linus ?

This is at least the second time that I've heard of
a new kernel being out without an announcement of its
arrival from Linus/et-al ?

Because of this I haven't been able to find the list
of 'fixed' & 'improved' items for this new kernel,
without having to stumble across the new kernel and
grab it & extract it to see.

Is this a time constraint on Linus's part or just a
'Oh, crud I forgot' ?
Or is it even being announced on another list/media ?
