It is. Here's the results on my system:
seahunt:~# cd /proc seahunt:/proc# dd if=kcore of=/dev/null 65544+0 records in 65544+0 records out seahunt:/proc#
No problem, no lockup.
-> But if I'm running the XF86_S3 server -> (3.3.1), it hard locks my linux box (kernel 2.0.31, on a Pentium, 32M -> Ram).
I'm running that server under 2.0.33, Pentium 133, 32M RAM.

...so, I don't know what the problem on your system is, but it isn't the X server.
