Actually, you shoudl start by looking through your Xfree86 source code; X puts your keyboard in raw mode, so it can catch all your key combinations. When it notices Ctrl-Alt-F*, then (if it's in the mood) X puts the keyboard back in "cooked" mode and tells the kernel to change VT's.
As for how the kernel handles (text mode) VT's, check drivers/char/{console.c, vt.c} and their relatives, I think...
