I don't think we have anywhere here that uses a difference of anything
other than 1 hour. We do have some half timezones though. eg South
Australia is at GMT+9:30 and GMT+10:30 during DST.

Well, the timezone variables used in the patch are set from the
/usr/lib/zoneinfo files. Most probably.
