I tried your ftp server and found it working. I did notice the following:
1. You have welcome.msg's in subdirectories. My ftp client did not read them. I don't know whether others might.
2. The permissions on your /incoming directory do not allow writing. I thought I would upload a copy of the wu-ftpd beta, but I could not. If this is not intentional, you might want to chmod 0666 on /incoming. Of course, you may not want uploads.
