No. It wouldn't. It used to in some versions with some drivers, but a number of people (who have cd drives behind doors, or coffee mugs in front of their computers) found the behaviour rather awkward.

Also not all cdroms _can_ close the drawer themself. Imagine an installation with a `live filesystem' or other essential CD, where someone rebooted it remotely.
