No it doesn't. Do a "cat /proc/net/dev" and you will see.
It loads eth0 and then looks to see if there are any additional PCI cards present, since they can be safely probed for, hence the eth1 message as well. IMHO that "loading device XXX..." message should be deleted since all (or at least most of) the net drivers have their own initialization banner/message anyways.
